OBJECTIVES AND ASSUMPTIONS <br />~~ <br />redevelopment area is planned for portions of the gravel mining area further north <br />along Highway 169. Regionally, an new commercial center anchored by Super-Target <br />(relocated from Elk River) was recently developed across the Mississippi River in <br />Otsego. At the intersection of Highway 1oi and Interstate 94 in Rogers a broad area <br />of commercial and retail uses exists. <br />Existing transmission lines and gas main are likely fixed. <br />Due to the extensive costs of relocating major utilities and the lengths these utilities <br />extend through the site the master plan assumes it is unfeasible to relocate these <br />utilities through the project area. <br />Any new river crossing (bridge) in Dayton or Ramsey would not substantively <br />change development strategies for the study area. <br />The location of the proposed future river crossing is situated too far south along <br />Highway 1oji69 to have any major development impact on the site. <br />REGIONAL TRANSPORTATION ASSUMPTIONS <br />The 171st Avenue FAST is situated at the nexus of major regional roadway corridors <br />~n the northwest metro which have a significant impact on the future of the study <br />area and the community of Elk River. The following are the regional transportation <br />assumptions for the master plan: <br />Highway improvements planned by the State will be key determinant in timing <br />and type o f redevelopment in the 171st Focused Area Study. <br />Understanding the timing and scope of future changes for the corridors will allow for <br />the appropriate planning and level of investment relative to the future improvements <br />in the corridor. <br />Transportation will guide development strategies and vice versa. <br />Location of a future interchange location will have the significant impacts land use <br />surrounding the interchange. <br />Elk River can influence transportation investments with plans for <br />development. <br />Through the preparation of this master plan and subsequent studies, the City has <br />the ability to influence MN DOT for the locations and timing of transportation <br />improvements which will have the broadest benefit for the FAST. <br /> <br />MN DOT has three key transportation <br />studies: <br />Inter-regional Corridor Management Plan <br />(zooz): This plan identi fees alternatives for <br />upgrading Highway ~0/~69 to a limited access <br />freeway south of the Highway ~o~ & io/i69 <br />interchange through Elk River, Ramsey and <br />Anoka. Construction and funding are not <br />currently in MN DOT's 3o-year program. <br />Highway X69 Preliminary Design and <br />Environmental Documentation Study <br />(underway): This study identi fees preferred <br />plan for ion/i69 interchange as well as the <br />preferred reconstruction plans for the Main <br />Street and School Street interchanges north. <br />Construction and funding are not currently in <br />MN DOT's3o-year program. <br />Highway 1o Preliminary Design and <br />Environmental Documentation Study <br />(underway): This study will identify a <br />preferred plan for Highway to upgrades from <br />just west o f io/ion/~69 interchange, through <br />Downtown Elk River west to Lake Orono. <br />16 17131.
