Case File: 171~~ Focused Area Study <br />Page 2 Final Adoption <br />Overview <br />The plan as attached is fairly consistent with the original plan reviewed by the joint group on May 10, <br />2010. Based in part on the comments received during that meeting, the following changes were made: <br />1. Minor modifications to Development Framework Diagram (page 37) and Infrastructure <br />Diagram (page 40). This includes adding commercial to the west side of the lot west of the <br />bank on Yale Street and reducing the extension of Yale Street into private property south of <br />the new intersection. <br />The plan provides the tools for eventual development of design guidelines. One of the original goals of <br />the plan was to suggest ways the study area can distinguish itself as a prime development district. <br />Creating cohesive character will help in that goal. <br />2. Streetscape Typology Diagram. The diagram on page 56 identifies the street types within the <br />study area. It is expected that the streets themselves, and their spatial relationship to <br />buildings, parking, and people will play a key role in the development of character of the <br />area. With the widely diverse street types, including residential, industrial, and Twin Lakes <br />Parkway, design guidelines will need to be established to combine these areas into a <br />cohesive, promotable, and identifiable character. Creating a character will work to position <br />this area as a destination, one which all businesses can benefit. <br />3. Labels for the four different street types. Beginning on page 56, each of the four main street <br />types are given streetscape improvement examples, again, with the goal of establishing "a <br />place". These are guidelines at this point, it will be suggested that in the future these be <br />incorporated formally, likely in design guidelines. as part of a zoning ordinance. <br />Finally, the plan establishes a framework for implementation, identifies major tools that should be <br />developed, including regulatory and financial priorities: <br />4. Expanded Implementation Chapter (page 61) <br />o Priority areas for near term initiatives (page 67) <br />o Interim second signal approach to infrastructure (page 68) <br />o Implementation initiatives diagram (page 70) <br />Comprehensive Plan <br />With approval of the FAST Plan, it is anticipated that the plan will be incorporated into the <br />Comprehensive Plan formally, likely later this summer. This will be via a separate action, public <br />hearings, etc. <br />Natural Resources <br />The plan attempts to recognize the unique natural resources within the study area, identifying the large <br />wetland complex south of 1715` Avenue.
