5) Police patrol the area often, but this park almost requires an officer there full time during <br />the busy summer hours. Frankly, having a Ciry Pazk generate that type of need for police <br />presence in these days of dwindling budgets, makes little fiscal sense. <br />6) Last, the two buildings at the park are poorly designed and they are conduits for <br />continued problems. The band shell, a wood frame structure that offers a place for <br />juveniles to hide from view, has no method or means to secure it. It has no exterior or <br />interior lighting at night, and no fire suppression system or alarms. The park building <br />was designed without any thought to Crime Prevention through Environmental Design <br />(CPED). The roof can be accessed on the north side by the parking lot be pulling <br />yourself up onto the roof or by having some lift you up. Either can be done in seconds. <br />Exterior lighting is not vandal proof and the general construction and exterior surfaces <br />make the building easily damaged. <br />There truly is no sense in digging deeply into the CPED standards as they apply to recreation <br />facilities, as the building is up and operational and changes at this point would be very expensive. If <br />anyone desires for future reference, the CPED standards can be seen in the second edition of <br />Housing and Resideatial Development published by McGraw Hill. <br />I truly believe that our focus at this point needs to be in the form of prevention, detection and <br />apprehension. I have directed our patrol staff to direct as much of their free time as possible in <br />enforcement tactics in and around Lions Park. They have been instructed that Zero Tolerance is <br />the policy for tobacco violations, damage to property, park rules, etc. They will issue as many <br />citations as possible there this summer. <br />Prevention can be accomplished better by looking at damage resistant light fixtures for the exterior <br />of the building and then working on a way to block or prevent access to the roof on the north side. <br />Last, detection and apprehension can be accomplished by installing a series of recorded cameras to <br />the park azea to detect and record violations so suspects can later be identified and charged with the <br />property crimes they commit. <br />We could also look at restricting access to the skate park, disbanding the skate park or moving it to <br />another location. <br />I look forward to working with you on solutions to these continuing problems. <br />
