IMPLEMENTATION <br />• <br />would allow for more near-term development in the East Elk River Gateway sub area <br />to the east of Highway ~o~~6g. This new signal would also mean the construction of <br />additional supporting roadways. The first, on the east side of Highway ~0~~69 would <br />be the extension of a collector roadway from Twin Lakes Parkway through the Cargill <br />property to connect with 65th Avenue to provide full access to Cargill's operations and <br />the Youth Athletic Complex. On the west side of the highway, a frontage road would <br />be constructed adjacent to the right-of-way of Highway io~i69 within a existing access <br />easement. Additionally, a connection running north and south along the west side of <br />Highway ~0~~69 is needed for access to business, residents and fire safety. <br />East Elk River Gateway <br />The city-owned Gateway land is green field land offers the greatest opportunity for <br />early development in the FAST. Significant investment will be need for utilities and <br />roadway infrastructure. Adevelopment goal will be to creating enough development <br />intensity required to generate financial resources to assist in achieving the vision <br />here in other parts of the FAST. Other districts will involve challenging but necessary <br />acquisition and demolition, as well as infrastructure and amenity investments. The <br />East Elk River Gateway sub area east of Highway io~~6g will establish the future <br />development pattern and character for the i7ist Avenue FAST. <br />The Hinge <br />The Hinge sub area is the likely location for commercial and retail uses to development <br />in the immediate future. Establishing an internal roadway network through the sub <br />area will facilitate the proper traffic circulation between the extended Twin Lakes <br />Parkway and i7ist Avenue. The organization and design of the development here will <br />set the tone for the future development character throughout much of the FAST and <br />will include streetscape identity, trails and wetland mitigation. <br /> <br />fL <br />TT1SC.
