IMPLEMENTATION <br />• <br />City o f Elk River <br />The ultimate responsibility for implementing the plan rests with the City of Elk River. <br />The Planning Commission and the City Council will provide direction on staff resources, <br />development project review and public investment. Managing development and <br />redevelopment for the i7ist Avenue FAST will primarily fall to the Planning and <br />Engineering Departments of the city. The lead role in managing implementation for <br />the City falls to the Planning Department. The actions to betaken by the Planning <br />Department to implement the plan include: <br />» Application o f land use controls to guide private development. <br />» Review o f development plans and proposals. <br />» Coordination o f planning for capital improvements needed to facilitate redevelopment. <br />» Creation o f plans to finance f or public redevelopment investments. <br />The Engineering Department leads the design of public infrastructure improvements <br />needed to support development and redevelopment for the 71st Avenue FAST. <br />The Engineering Department is a key player in planning for future roadway and <br />transportation improvements, including on-going conversations with MN DOT on <br />regional highway improvement projects affecting the project area. <br />• The Park and Recreation Board is responsible for planning, building and maintaining <br />parks and trails through the project area. <br />Economic Development Authority (EDA) <br />The ~7~st Avenue FAST is important location for economic development in the <br />City of Elk River. It is the EDA that will keep the momentum of development and <br />redevelopment moving in a direction envisioned by the plan and adopted by the City. <br />Several EDA actions make them an important player in the successful implementation <br />of the plan: <br />» Provide a framework for coordinating e f forts o f the community. With limited resources, it is <br />essential that the community work in unison to undertake redevelopment. The knowledge and <br />experience gained f rom the planning process allows EDA members to e f ficiently and e f f ectively <br />take steps needed to implement the plan. <br />» Work to ensure that development and redevelopment initiatives in i7ist Avenue FAST are a <br />recognized priority f or City Council members representing the area. <br />» Take on a more active role than in the past. Actively perusing critical properties for <br />redevelopment or utilizing land leasing opportunities for near term investments could be new <br />roles for the EDA. <br />» Create an annual redevelopment "action plan" to monitor progress toward implementation. <br />This action plan would outline key steps to occur during the year, including descriptions o f <br />actions, responsible parties and funding. It forces the parties to not only consider what needs ~ '~ <br />to be done in the coming year, but also why identi Pied steps were not taken in the pnor year. ~#' <br />17131.
