Feasibility Study <br />2010 Street Overlay Improvements <br />City of Elk River, MN <br />III. PROPOSED IMPROVEMENTS <br />The proposed improvements in Project Locations 1, 2 and 4 is to provide a l~/z-inch bituminous <br />overlay on the existing bituminous streets. In these areas the existing pavement structure appears <br />stable and not subject to major deficiencies, so a 1'/z-inch overlay will be adequate to provide <br />additional strength and surface improvements. The City Street Department will patch any <br />severely damaged pavement areas before the overlay project will begin. In addition to the <br />overlay, bituminous milling may be performed in front of relatively flat driveways to ensure they <br />can be made to match properly with the newly overlaid street. The improvements to in these <br />Project Locations are shown in more detail on Figures 2, 3 and 5. <br />The streets reviewed in Project Locations I, 2, and 4 are in need of repair. The project is <br />necessary to provide the property owners of the project areas with a safe and adequate public <br />transportation system. If the overlay improvements describe above are not completed in a timely <br />faslvon, the roads will continue to deteriorate and reach a point where an overlay will not be a <br />feasible alternative. This project will minimize future maintenance costs and increase traffic <br />safety. <br />The proposed improvements proposed in Project Location 3 are shown on Figure No. 4. The <br />west and south sides of the Industrial Boulevard NW loop road will receive a 2-inch overlay. <br />Prior to the overlay, the bituminous will be milled along the existing gutter in order to match the <br />new overlay to the existing gutter. The east side of the lndustrial Boulevard loop, I92°`~ Court <br />and Triangle Road NW will be "reclaimed" and overlaid with 4 inches of bituminous pavement. <br />Reclaiming of bituminous pavement is a process whereby the pavement and underlying aggregate <br />base are milled together in-place, re-graded and re-compacted as base material for the new <br />pavement overlay. Concrete curb and gutter will be constructed where it currently does not exist <br />on Industrial Boulevard NW and 192°`~ Court. Curb and gutter will also be added on the <br />northwest end of Triangle Road, along with catch basins, storm sewer lateral and outlet. <br />The streets in Project Location 3 are in need of improvement. The project is necessary to provide <br />adequate streets to serve the property owners in the Industrial Park. If the improvements describe <br />above are not done in a timely fashion, the roads will continue to deteriorate and reach a point <br />where the proposed improvements will not be a feasible alternative. <br />IV. EASEMENT AND PERMITS <br />All improvements are proposed to be completed within the existing right-of-way. <br />No permits from any local or state agencies will be required for this project. <br />©Bnlton & Monk, bic. 2010.
