Feasibility Study <br />2010 Street Overlay Improvements <br />City of Elk River, MN <br />L PROJECT INTRODUCTION <br />As directed by the City Council of the City of Elk River, we have prepared this report to <br />determine the feasibility of overlaying several streets as identified on Figure No. 1, included in <br />the appendix. This Feasibility Study was initiated by the City Council based on the City's <br />ongoing street maintenance program and commitment to extending the service life of the <br />pavement surfaces. <br />The project has been separated into 4 different project locations. The subdivisions included in the <br />project locations are described as follows (year of plat shown in parentheses): <br />Project Location l: Oak Hills 1"Addition (1969), Knollwood (1973), Knollwood West (1973), <br />Knollwood West 2°`i Addition (1973), and Wilderness Acres (1985) <br />Project Location 2: Elk Hills Addition (1965), Barrington Place (1980), and Deerfield 3``~ <br />Addition (1986) <br />Project Location 3: Industrial Park (1972), Industrial Park 2°`' Addition (1987) <br />Project Location 4: Meadowvale Woods (1986), Meadowvale Woods 2°`t Addition (1986) <br />This feasibility study will summarize the existing conditions, proposed improvements, estimated <br />construction costs, and associated overhead costs for the project. Overhead costs include City <br />administration, engineering, fiscal, and legal expenses. The City's Assessment Manual and <br />approach to previous overlay projects have been used as a guide to establish financing methods <br />for the project. <br />IL EXISTING CONDITIONS <br />Project Locations 1, 2 and 4 are residential subdivisions. The streets are bituminous paved rural <br />roadways with ditches and isolated areas of bituminous curb to handle the storm water runoff. <br />Pavement thicknesses are not exactly known, but are assumed to be three to four inches of <br />bituminous pavement on four to six inches of aggregate base. Street widths vary in width from <br />22 feet to 36 feet, depending on the neighborhood. Some streets in Project Location 1 are <br />believed to have been overlaid in 1988. In these Project Locations there is no sanitary sewer or <br />watermain. <br />The pavement on these residential streets is generally in fair condition with isolated alligatar <br />cracking in few areas. An overlay of these segments would improve pavement structure and <br />extend the life of the street before reconstruction is required. <br />Project Location 3 is the Industrial Park. Streets are in genera136 feet wide bituminous paved <br />streets with existing concrete curb and gutter on the west and south sides of the Industrial <br />Boulevard NW loop. The east side of the loop along with 192°`~ Court has no curb and gutter. <br />Triangle Road NW is 31 feet wide with no curb and gutter. <br />Bolton & Monk, bic. 2010.
