� A,( <br />Ylk <br />Rio <br />INIME OJIMION <br />MEMORANDUM <br />ver TO: Mayor and City Council <br />FROM: Stephen Rohlf, Building and <br />Zoning Administrator <br />r" <br />DATE: December 6, 1995 <br />SUBJECT: Conservation Partners Grant <br />Program to Study Lake Orono <br />City Staff has been working with the Lake Orono Improvement Association <br />for several months researching the problem of sedimentation into Lake Orono <br />and exploring the possibility of dredging the lake. Staff has facilitated <br />meetings for the Lake Orono Improvement Association that included <br />representatives from the Department of Natural Resources, US Army Corp of <br />Engineers, Soil and Water Conservation District, and Minnesota Pollution <br />Control Agency. <br />• The Lake Orono Improvement Association understands that their first step <br />has to be to identify and quantify the sedimentation problem into the lake. <br />To that end, city staff has cooperated with them in applying for a <br />Conservation Partners Grant through the Department of Natural Resources <br />to study sedimentation and other contaminants in the lake. This study <br />would augment studies being conducted on the Elk River watershed by the <br />Sherburne Soil and Water Conservation District in conjunction with the Elk <br />River Watershed Association Joint Powers Board. <br />Attached to this memo, is a copy of the grant application as proposed by city <br />staff and the Lake Orono Improvement Association. The details of the study <br />are contained in the grant application. The grant is a matching grant, so <br />local funds have to be raised. The last page of the grant application is a <br />breakdown of what agencies other than the DNR will be contributing to the <br />study. <br />Staff is proposing that the city's portion of the study be funded by the landfill <br />surcharge monies the city collects. We feel the proposed study would be a <br />legitimate expenditure for the landfill surcharge fund, according to State <br />statute.
