Ach, City Planner <br />December 11, 1995 <br />Considering Hiring a Planning <br />Assistant <br />Over the past couple of months the City has been going through the process <br />of advertising, sending out applications, reviewing applications and <br />conducting interviews to fill the Planning Assistant position. Initially, there <br />was a healthy response to the advertisement for the Planning Assistant <br />position, with 108 applications being mailed out to interested candidates. <br />From the 108 that were sent out, 55 completed applications were returned for <br />review and consideration. Through a point evaluation system, the 55 <br />candidates were narrowed down to 5 individuals that were interviewed by <br />Bill Rubin, Lori Johnson and myself. From these five final candidates, we <br />were able to come up with one individual that we feel will best fit for the <br />City in the Planning Assistant position. <br />At this point, the City Council is asked to support staff's recommendation to <br />hire Scott Harlicker as the new Planning Assistant. Scott has an <br />undergraduate degree in both geography and education from Bemidji State <br />University, as well as a master's degree in urban and regional planning from <br />the State University of New York in Albany. Scott's professional experience <br />ranges over 7 years, working with various freestanding communities in New <br />Jersey and upstate New York. Scott's strength's he in review of development <br />proposals, land use issues, planning studies and an understanding of <br />computers and graphic information system (G.I.S.) applications. <br />Scott is currently living in Minnesota and would be able to start January 2, <br />1996. It is requested that Scott be hired at $30,000 (just below Step C) with <br />an increase to Step D ($31,970) after the 6 month orientation and finally, <br />Step E ($33,405) on July 1, 1997.
