Memo to Mayor and City Council/P 01-12 <br />September 17, 2001 <br />Page 2 <br /> <br />The preliminary plat and final plat request for Sunny Acres is the second step in the <br />development process that the applicant, Mr. Brueske, is proceeding through. Mr. Brueske is <br />planning on moving his business, Aqua Pure, to this site. In order to do this, three planning <br />permits are required, an interim use permit, platting the property and site plan review. An <br />interim use permit was required in order to allow the development of the property prior to <br />.the availability of sewer and water. The City Council approved Mr. Brueske's request for the <br />~ntenm use permit on June 18, 2001. He is now before the City Council for preliminary and <br />final plat approval. Once the plat is approved the final step in the process is site plan review <br />of the actual development plans. His business is a permitted use that requires only <br />administrative site plan review. <br /> <br />Existing Conditions <br /> <br />The applicant is proposing to plat a 5.47 acre parcel into a 1 acre lot and a 4.47 acre outlot. <br />The property is located at the northeast corner of Highway 169/10 and 165th Avenue. There <br />is an existing one story metal building on the property; it houses a recycling business and <br />office space for a church. There is also some outdoor storage located next to a detached <br />garage at the rear of the property. There is a paved parking area around the front of the <br />building and a gravel surface around the rear. Adjacent land uses include the RDF plant to <br />the east and agricultural fields to the north, south and west. <br /> <br />Lot Size <br /> <br />Lot 1 is proposed to be 1 acre and is currently vacant. The applicant is proposing to develop <br />Lot 1 and locate his business on it. Lot 1 meets the dimensional requirements of the I1 <br />zoning district. Outlot A is proposed to be 4.47 acres and will contain the existing buildings <br />and the parking/loading areas. Before any future building permits can be issued for Outlot A <br />is will have to be platted. <br /> <br />Access <br /> <br />The property has 3 existing access driveways, one on Highway 169 and two on 165th Avenue. <br />All three of the access drives are proposed to remain open. The eastern most drive on 165th <br />Avenue will be moved further east to provide access to the new lot. <br /> <br />Grading, Drainage and Utilities <br /> <br />Grading, drainage and utility issues are noted in the City Engineer's memo. <br /> <br />Park Dedication Requirements <br /> <br />The park dedication requirement for industrial land is $2,000 per acre. Lot 1 of the plat of <br />Sunny Acres is 1 acre. The Park and Recreation Commission recommended cash dedication <br />of $2,000 for this plat.
