Memorandum INFORA14TION
/ To: Chief Zerwas
From: Sergeant Tyler —
E lkRiver Date: 11 -15 -95
Police Department Subject: OFFICER TONY MUSATOV
On 11 -14 -95 Officer Musatov was called to take a routine report of
tampering with a motor vehicle. While talking with the
complainant, Officer Musatov noted fresh shoe impressions in a
recent snowfall leading from the victim's vehicles. Officer
Musatov followed these tracks on foot through several different
neighborhoods, discovering additional vehicle break -ins as he
proceeded. He continued to follow the tracks until he found two
juvenile suspects. Officer Musatov then chased the suspects on
foot, eventually apprehending one of them.
After processing this suspect, Officer Musatov and Sergeant Mordal
located the second suspect in a residence and recovered numerous
stolen items.
Officer Musatov not only did an outstanding job in the tracking and
apprehension of the suspects, but did an excellent report
documenting the track, pursuit and follow -up of the incident. The
• manner in which he preserved, marked and collected evidence was
done in such a way that it greatly assisted the juvenile
investigators in their follow -up of the case.
•
Clearly, Officer Musatov's willingness to go beyond merely taking
the report resulted in the arrest of persons and the recovery of
property. The suspects would still be at large if it were not for
Officer Musatov's actions. I feel that this should not go
unrecognized.
TT /kma
cc: Officer Musatov
13065 Orono Parkway • P.O. Box 723 • Elk River, MN 55330 0 (612) 441 -2324 • Fax (612) 441 -8937
