• <br />Memorandum <br />/ To: Chief Tom Zerwas <br />From: Cunz, Edinger <br />E lko Date: <br />River November 8, 1995 <br />Police Department Subject: Adoption of Cat Ordinance <br />We would like to address an ever increasing cat problem. <br />Cats are currently an unregulated animal in the City of Elk <br />River. We have received an increase in complaints about cats. <br />Such complaints cover the usual cat crimes, digging holes in <br />flower beds, feces in children's sandboxes, disturbing the peace <br />at night, and running at large. <br />With the increase in population we are seeing an increased cat <br />population. <br />During August we had a confirmed case of rabies in a stray cat. <br />This resulted in several children having to endure the rabies <br />vaccination shots, and parents incurring the cost. <br />We are recommending we amend the dog ordinance to include cats. <br />This would help with the increasing cost of picking up cats, <br />monitoring vaccines, and locating owners. <br />We feel a cat ordinance would be beneficial for Elk River.
