Box 490 <br />Elk River, MN 55330 <br />RE: TRUNK HIGHWAY 169 CORRIDOR <br />Dear Mr. Klaers: <br />5.1Oh. <br />At a Council meeting last month, Councilmember Dietz asked me to investigate the <br />likelihood of getting warning lights installed prior to the signals on TH 169. He <br />specifically referred to the type of warning light that flashes when the signal is about to <br />CIVIL ENGINEERING: turn red, and the warning lights are off when the signal light is in green mode. These are <br />ENVIRONMENTAL similar to the type of installation along Highway 65 through North Anoka County. <br />MUNICIPAL <br />•PLANNING I'have discussed this issue with Tom Dumont of the District 3 Traffic Division. He <br />SOLID WASTE indicated that MnDOT's current position is not to install this type of warning device. He <br />STRUCTURAL indicated that there are two major concerns with these devices. First is the liability <br />SURVEYING associated with failure. If the motoring public relies on the warning device and, should <br />TRAFFIC one of the lights be burned out, they could possibly approach a red signal without <br />TRANSPORTATION sufficient time to stop. The other concern of MnDOT is that these devices could have the <br />opposite effect on large trucks, specifically the gravel trucks. When a warning is given <br />ELECTRICAL/MECHANICAL that the signal is about to turn yellow and ultimately red, MnDOT is concerned that these <br />ENGINEERING: larger vehicles would have a tendency to accelerate trying to make the green light, rather <br />HVAC than slowing down and preparing to stop, then having to start from a dead stop with a <br />POWER DISTRIBUTION heavy load.
