We <br />have not physically inspected the existing parcels which comprise the study area. We <br />have not performed a highest and best use analysis of any properties within the study <br />area. We have assumed that the use of the various property types will generally be <br />consistent with their zoning. <br />The study area contains several areas of single family residential lands. We have found a <br />number of sales of larger tracts of residential land which are located in Elk River. These <br />sites ranged in distance from water and sewer trunks at the time of their sale.
