WORKSHOP GOALS/OUTLINE <br />OCTOBER 30, 1995 <br />• EAST ELK RIVER SEWER AND WATER PROJECT <br />1. Review timetable for and financing of Wastewater Treatment Plant <br />expansion ($4.9 million). <br />November 6, 1995 -approve plans and specifications for plant <br />expansion and order bids for the expansion. <br />Spring 1996 -begin WWTP plant expansion. <br />Summer 1997- WWTP plant expansion completed. <br />2. Review Planning Commission recommendation on Comprehensive <br />Plan; especially as it relates to the eastern urban district. <br />3. Define the ultimate east Elk River sewer and water district based on <br />Comprehensive Plan and the total capacity of the sewer plant. <br />- Assuming that another plant expansion does not take place <br />in 15 years, then the 1996 plant expansion will <br />determine the pipe size of the trunk system and the ultimate <br />area that will be served by Municipal Utilities. <br />4. Consider second appraisal for east Elk River area. <br />5. Determine the total cost (in 1996 dollars) for the ultimate trunk sewer <br />and water project. <br />Determine the assessment method...whether the project will be <br />assessed out at different rates based on zoning or whether it <br />will be a one rate per acre regardless of zoning districts. <br />Determine the assessment rate (plus inflation increases) on a <br />developable per acre basis. <br />6. Establish boundary for Phase I of the East Elk River Public <br />Improvement Project. <br />Determine Phase I total assessable acreage. <br />Determine the total cost for Phase I. <br />• - Determine the city subsidy amount (if any) for assessments: <br />Does the city have to subsidy the assessment to industrial <br />property? <br />
