City ~
Rdver

Police Department

Item ~ 4.3.

MEMORANDUM

TO:

FROM:

DATE:

SUBJECT:

Mayor and City Council

Thomas D. Zerwas, Chief of Police

September 5, 2001

Parking and Traffic Issues Near Elk River Senior High

I spoke with Senior High Principal Jim Voight on August 30, 2001, in regards to the new
parking spaces that they have as a result of their parking lot expansion. We also discussed
the use of the Lions Park parking lot. Mr. Voight indicated to me that there shouldn't be
any reason for the senior high students to park at Lions Park.

As a result of our conversation City Administrator Pat Klaers and I decided to have the
street department put temporary parking signs in both Lions Park parking lots regulating
parking within them. To make it official, I am requesting that the city council again establish
parking restrictions for both lots. As a result of the Boys and Girls Club and Community
Recreation using the parking lots, time restrictions will not work. I would, therefore, suggest
that the wording of the signs be "No Student Parking on School Days." If you concur, I will
have Phil Hals make up the necessary signs.

Secondly, Mr. Voight and I discussed the issue of traffic direction out of the school parking
lot at the end of the school day. I indicated to Mr. Voight that we would again be using a
community service officer (CSO) for this detail. I also informed Mr. Voight that we would
have a police officer stationed (time permitting) there as well to stop any students who fail to
obey the CSO. I asked Mr. Voight to make this announcement to the student body and to
also tell the students that we were going to strictly enforce this issue. Mr. Voight agreed to
this, as well as have his staff monitor for student violations. He also indicated that any
student caught failing to obey the CSO would loose their parking privileges for the school
year.

We will see how this works for the next several weeks. If we experience any problems, I will
make you aware of them.

TDZ/kma
